CITIES ACROSS HAMPTON ROADS EFFECTIVELY CONNECTED WITH A CORE REGIONAL BUS SYSTEM AND MIX OF MOBILITY OPTIONS THAT ENHANCE ACCESS TO JOBS, ECONOMIC GROWTH, AND QUALITY OF LIFE.
Citizens in every part of every city deserve access to safe, reliable, and affordable transportation options. State policy makers, local leaders, and other stakeholders, in coordination with Hampton Roads Transit, the Hampton Roads Transportation Planning Organization (HRTPO), and the Hampton Roads Transportation Accountability Commission (HRTAC), should vigorously pursue reforms to build a better core regional bus system. There is no single solution. However, bringing focus and deliberate action in the following areas will help the region achieve transformational changes to improve regional transit:
1. Implement Regional Standards to Achieve a More Effective Bus Network
2. Leverage Technology and Service Innovations
3. Expand Regional Collaboration and Partnerships
4. Explore New Business Models
As recommended herein, resources should be mobilized to tackle a comprehensive agenda that includes policy changes, improved planning and coordination, and smarter funding and project delivery methods.
